Govt to streamline the Gaon Burah institution: Khandu

Funds for documentation of customary laws

ZIRO, Apr 9: The state government is constituting a committee to strengthen and streamline the Gaon Burah (GB) Institution in the state, said Chief Minister Dorjee Khandu while addressing a mammoth gathering of Gaon Burahs and Gaon Buris in the inaugural function of seven days long legal awareness programme with special focus on Customary Laws at Ziro today. The programme was organised by the District Legal Service Authority, Ziro in collaboration with Arunachal Pradesh Legal Service Authority.

The image of unique and important Gaon Burah institution has been eroded and belittled by appointing so many GBs, sometime which outnumbers the general population of the villages without following the required criteria, the chief minister observed.   He said the institution needs immediate attention and appointments of GBs need meticulous examination of their ability and integrity.

Announcing Rs.25 lakhs for printing local customary laws into book form, the Chief Minister said customary Laws protects us, it teaches us peaceful co-existence.  It should be preserved and protected.  He further said that the  advent of modern legal system has confused the Gaon Burahs and Buris and the general public and thereby diminishes the importance of the customary law. There is urgent need to print the customary laws into book form which can be helpful for all legal practitioners and judges, he added.

While lauding the dedicated service of Gaon Burahs-Buris, the chief minister said GBs are symbol of justice, peace and development. He said that the GBs play a major role in the development of the state by dispensing justice in their respective villages which ensures peace. Their legal knowledge particularly the customary law is very important, he added. Appreciating the Arunachal Pradesh Legal Service Authority under the guidance of Justice Madan B.Lokur, Chief Justice, Guahati High Court and the Lower Subansiri District Legal Service Authority, for organising such innovative and important programme, he assured  all all necessary cooperation of the government and requested the Chief Justice to conduct such programmes in other districts also.

Announcing the cabinet decision to establish the first Medical College of the state at Ziro, the Chief Minister requested the people to cooperate the government in smooth establishment of the college by  donating  the required land.

While referring to November 3, last incident, where mob attacked the DC’s office, the Chief Minister said, he was hurt by the incident  as the people of the area is known for their peace and intellectuality. Such incidents where people take law into their hands should not be allowed to happen again, he advised the elders of the area.

The Chief Justice of Guahati High Court, Justice Madan B. Lokur, who was the brain behind organizing the awareness programme also spoke on government’s proposals to set up Gram Nyaylaya in all the villages to ensure justice to all.

Local MLA and Parliamentary Secretary Padi Richo, while thanking the organizers of the function advised the GBs to take full advantage of the training and assured all necessary help in successful conduct of the training programme.

Lower Subansiri District Legal Service Authority Chairperson – cum-Deputy Commissioner, Nila Mohanan, in her welcome address termed the programme as a new step for the people where they will ensure justice in time at village levels with Gaon Burahs as its medium.

The function was also attended by Gauhati high Court Judge  Justice K.Meruno, West Session Division, Yupia, Session Judge, Nani Grayu, Dy. Registrar of Guahati High court, P B Dutta, Lower Subansiri Zilla Parishad Chairperson Likha Tongum, Panchayat leaders, government officers, advocates and general public. (DIPRO)

 

Nation rejoice for win against corruption

New Delhi, Apr 9: As the nation today erupted with joy over people's victory against corruption, India Gate in the Capital's heart turned into a celebration ground with hundreds of citizens flocking the war memorial in the evening.

Chanting 'Vande Mataram' and 'Inquilab Zindabad', supporters of veteran social activist Anna Hazare gathered at the spot with candles in their hands to celebrate their victory on Lokpal Bill issue.

The war statue shone with glory as the citizens held a candle light vigil. They took out small processions near the India Gate and tempted some families, which had come there for an evening outing, to also join the celebrations. Many families also turned out in large numbers in a bid to "educate" their children about the social issues.

Some carried anti-corruption placards while many waved the tricolour. The scene was breathtaking when youngsters and children danced to the tunes of drum beats while others took out silent marches amid continuous flashes of camera.

Around 1,200 homeopathic doctors from all over the country were also seen marching in India Gate. "We had all come to Faridabad from different parts of the country for a four-day long conference when we learnt about Anna Hazare's protest.

We all decided to come here and show our solidarity. We cannot shy away from being part of this," one of them said.

The nation today marked yet another memorable day in its history of victories with the civil society under the leadership of Hazare forcing the government to bow down and relent to their demands of notifying a committee to draft a conservation Lokpal Bill. UNI

 

Pavitra seeks cooperation for vigorous cooperative movement

ITANAGAR, Apr 9: The 20 weeks Diploma Course in Cooperative Management (DCCM) concluded with a valedictory function at Naharlagun yesterday.

It was organized by A.P. Cooperative Training Centre (APCTC) under the aegis of Arunachal Pradesh State Cooperative Union (APSCU) and sponsored by National Council for Cooperative Training (NCCT) under National Cooperative Union of India (NCUI), New Delhi.

Altogether 26 trainees from different cooperative societies of the state were benefitted from the training imparted on the seven subjects - Cooperation, Financial Accounting and Auditing, Cooperative Management, Legal Aspect of Cooperative Business, Computer Operational Aspects, Cooperative Credit and Banking and Business Development, Planning and Policy.

The Chief guest of the function, Nido Pavitra, Parliamentary Secretary, Cooperation,    disclosed that he has been trying his best for the  improvement of cooperative sector. He sought cooperation of the department concerned and APSCU in making better programme and policies for success of the cooperative movement.

Dr. N. Ranajana Devi, Joint Director, NCCT, New Delhi, who was the guest of honour highlighted the training programmes of NCCT under Central Sector Scheme (CSS) launched by Union Ministry of Agriculture and Cooperation and being implemented through Junior Cooperative Training Centres (JCTCs), Institute of Cooperative Managements (ICMs) and Regional Institute of Cooperative Managements (RICMs) throughout India. She also cited some examples of banks run by Cooperative Societies and SHGs in the country and inspired the trainees to follow the system and techniques in Arunachal Pradesh also.  She further called for formation of more SHGs, cooperative societies and stressed on taking up need based and innovative projects for inclusive development.

G. Nyorak, CEO   gave an overview of training undertaken by the APCTC  under CSS with the financial support of NCCT and its impact and achievement in  Arunachal Pradesh since 2007-2008.

A.T. Kulo Chairman, APSCU pointed out the financial crisis being faced by the institution in imparting various training programmes.  He urged upon the Chief Guest to help the institution in providing sufficient fund for training and other developmental activities.

Saaya exhorts students to cultivate

spirit of leadership

ITANAGAR, Apr 9 : Along with rest of the country, the National Students’ Union of India (NSUI) today celebrated its 40th foundation day at Rajiv Gandhi Bhawan here.

Attending the celebration, MLA cum APEDA chairman Likha Saaya exhorted the students to cultivate the spirit of leadership while maintaining the standards of academic excellence.

Arunachal Pradesh Congress Committee Spokesperson cum advisor to CM Vishal P Nabam while describing NSUI as the backbone of Congress Party exhorted students to be a part of its nation building exercise. He also highlighted the various achievements of Dorjee Khandu led Congress Government in the state.

State NSUI president Kafa Bagang appealed for cultivating the spirit of selfless ness, the sense of social responsibility amongst the students of the state in particular and the nation as a whole.

 

BCCI asks ACA to construct its own field

ITANAGAR, Apr 9: Board of Control for Cricket in India (BCCI) Game Development  Manager KVP Rao asked the Arunachal Cricket Association (ACA) to develop/construct a cricket field of its own for the development of the sport in the state. Rao discussed various issues relating to infrastructure development with ACA and asked it to find land for construction of a permanent cricket field. He along with ACA office bearers including its vice president Nabam Ram, secretary Tado Kholi visited the Naharlagun cricket ground, Nyokum Lapang cricket ground and IG Park.

Meanwhile, a five-member team from ACA, including a coach, a trainer and three players left here for Shillong to participate the coaching camp organized for associate/affiliate members (u-19) under the banner of Meghalaya Cricket Association from April 10-20.

 

Mega Army show in state Capital

ITANAGAR, Apr 9: As part of its Know Your Army Programme, the Gajraj Corps and Ball of Fire Division of Indian Army is planning an mega exposition show at Indira Gandhi Park from April 13 to 14 next.

Governor (Retd) Gen JJ Singh, Chief Minister Dorjee Khandu and GOC Gajraj Corps Lt. General Gyan Bhusan will attend the event, the organisers informed.

During the mega event, Sky diving, hot air ballooning, dare devil motorcycle tricks and cultural activities depicting various region of the country will be showcased. Weapon display and skill show by army dogs and awareness about Army among the common people will be other highlights of the programme.

 

Sanjoy provides ambulance for  needy Arunachalees at Guwahati

ITANAGAR, Apr 9:  Much to the delight of the Arunachalee people, Lok Sabha MP Takam Sanjoy today provided an ambulance from his MPLAD fund for Arunachal Guest House Assam today.

Sanjoy flagged off the ambulance at   Arunachal Guest house in presence of large number students studying in various institutions in Guwahati and deputy resident commissioner.

Guwahati being major medical referral centre everybody needs to contribute especially towards health services, Sanjoy said.  Every major and minor health problems are being referred to Guwahati but there is no ambulance to ferry the patients in Guwahati.  “This is a small beginning but it will serve a lot for the needy Arunachalee people in Guwahati”, Sanjoy said. He called upon the students studying in Guwahati to co-operate with the DRC in maintaining state’s little resources and make better use of it. He also assured cooperation to the DRC and students wherever required.

Deputy Resident Commissioner,  D. J. Bora, while appreciating this humanitarian gesture, informed that many medical cases are referred to Guwahati.

 

BASE contributes to common man’s economy, says Bado

ITANAGAR, Apr 9:  Doimukh ZPM Tana Bado has inaugurated the Bosco Academy for Skills and Employment (BASE) at Agency for Integral Development Action (AIDA) regional office Yupia on  April 8.

Don Bosco Tech, commonly known as DB Tech, is the network of formal and non-formal technical institutes managed by Salesians of Don Bosco across India. DB Tech, with its mission ’Skilling India’, implements Bosco Academy for Skills and Employment (BASE), a livelihood project funded by Ministry of Rural Development, Government of India across the country. It is a programme targeting BPL rural youth from 18 to 35 age group who are trained free on job oriented market driven skills.

BASE is a 3-month long skill training programme in batches that prepares the candidates for entry level jobs. Along with a particular skill, basic skills in computing and personality development are also given importance. At the end of the training DB Tech provides the trainees job. Don Bosco Youth Centre Itanagar and AIDA Regional Office at Tigdo Village Yupia are the two centers of BASE project in Arunachal.

In Northeast there are 11 such DB Tech centres providing training as on date. The main domains (skills) include, welding, hospitality, sales and marketing, retails, construction, ISMO (industrial sewing machine operator), nursing assistant, ITeS, electrician, agriculture and security guard.  

Speaking on the occasion, Bado exhorted the trainees to gain maximum knowledge from the  training centre.  The skill training that is provided by Don Bosco Tech contributes to common man’s economy. It helps the trainees not go hungry, added Bado. He further exhorted the trainees to impart the skills learned from the Centre to others also.

Speaking on the occasion Doimukh BDO, Chagam Dolo asked the trainees to cultivate positive attitude in life. Money is a necessity, but not the end of everything, he said while encouraging the trainees to work hard to earn their living.

 

National Socialist Council of Nagaland’s Nagalim – Poison in the North East Region

Of all the trigger happy freedom fighting groups in the North East, the NSCN annoys me the most. It really doesn’t matter which faction is being referred the Isak-Muivah or the Khaplang both are equally irritating.

While those in Sansad Bhawan, New Delhi are sitting ducks to the Naga Peace Accord that is now immersed in bumbling ceasefire pacts and cryptic solutions that has in no way sorted out the Naga problem.

Though New Delhi considers the “peaceful” climate in the other wise volatile Nagaland (also most of North East India) as a feather on its cap the overall situation is in reality fragile.

The NSCN that calls itself a “Socialist Council” is in reality a very stubborn set up generally composed of self-glorifying individuals who have no concern about the hardships of common masses in their hearts or minds and despite sincere efforts made for peace talks between New Delhi and the Naga militants they ironically end in a deadlock, primarily because of the continued misapprehension among the parties and their reluctance to think and act above their stated positions.

At present there are four Naga militant groups – NNC(Adino), NNC (Panger), NSCN (IM) and NSCN (K) – who claim to be representing the Naga cause. Of the four, undoubtedly the NSCN (IM) group enjoys maximum strength and hold over the Nagas.

The Naga outfits who are now vying each other to proclaim themselves as the true crusaders of the Naga cause have made it clear that no solution until they achieve “Nagalim”also referred as Greater Nagaland.

The NSCN(IM) stands out from all the other Naga groups as by strengthening its organizing and military capabilities, by building alliances with other insurgent groups in the Northeast and by internationalizing the Naga problem and Nagalim through forums such as the Unrepresented Nations and People’s Organization (UNPO)and other international forums of the indigenous peoples, NSCN(IM) has become so powerful that no solution to the Naga problem can be conceived of without engaging this outfit.

So what is this Nagalim that the NSCN factions keep babbling about rather than concentrating their energies on the development and prosperity of the current state of — Nagaland?

The purported objective of the NSCN factions is the establishment of a Nagalim (Greater Nagaland), consisting of all the Naga-inhabited areas of neighboring Assam, Manipur, Arunachal Pradesh and some portions Myanmar, which it considers to be the rightful homeland of the Nagas. Slated to be an independent State, the Nagalim lies in the Patkai range between the 930 and 970 East longitude and 23.50 and 28.30 North latitude at the trijunction of China, India and Myanmar. The proposed Nagalim spreads over approximately 1, 20,000 sq. km. in contrast to the present State of Nagaland that has an area of 16,527 sq. km.

The NSCN factions maintain that at present Nagalim has been subdivided by the Government of India into four different administrative units: Assam, Arunachal Pradesh, Manipur and Nagaland. Likewise, Myanmar too has claimed parts of Nagalim and has divided it under two administrative units of Kachin State and Sagaing division. Thus, the establishment of Nagalim threatens to include large chunks of territories of three neighbouring States, Assam, Manipur and Arunachal Pradesh, along with some portion of Myanmar.

The map of Nagalim, released by the NSCN-IM, claims the Karbi Anglong and North Cachar Hills District of Assam. Besides, the map is also shown to include parts of the districts of Golaghat, Sibasagar, Dibrugarh, Tinsukia, and Jorhat. It also includes Dibang Valley, Lohit, Tirap and Changlang districts of Arunachal Pradesh and significant parts of the four of the seven districts of Manipur – Tamenlong, Senapati, Ukhrul and Chandel.

Now even though New Delhi has been patient (helpless???) in hearing out the selfish agenda of “Greater Nagaland” the states of Assam, Arunachal Pradesh and Manipur who will be affected stand united to oppose such a devious plan that would lead to the vivisection of their respective territories ( Arunachal Pradesh has already lost its territory to Nagaland as in 1957 The Tuensang Frontier Division was separated from Arunachal Pradesh ( then known as NEFA ) and merged with newly constituted Naga Hills which constituted a new State of Nagaland ).

On February 28 2011 the NSCN-IM made it clear that it has not withdrawn its key demand of sovereignty for Nagaland and blamed the Central Government for the delay in finding a solution to the six-decades-old Naga problem. V Horam, the officiating ‘Kilo Kilonser’ (‘Home Minister’) of the NSCN-IM, told the media that Nagas have neither ‘small Nagalim’ nor ‘greater Nagalim’. They have just land in Nagaland, Assam, Manipur and Arunachal Pradesh, besides Naga areas in Myanmar. Exclusion of any part of land is not acceptable to Naga people and NSCN-IM, he added.

The amount of time, money and lives that have been laid waste due to the idea of “Greater Nagaland” could have been utilized towards a greater good of the North East region but unfortunately the NSCN with blinkers refuses to see the greater truth and is stuck to its demand which is gradually destabilizing the peaceful state of Arunachal Pradesh.

Equally disturbing is the NSCN faction’s dubious claim of being the torch bearers of Christ’s gospel. Isak Chishi Swu the NSCN-IM chairman has on records said that Nagalim will send out 10,000 missionaries around the world when it achieves independence. “Our intention is that Nagalim is for Christ. We have proclaimed it. Nagalim is for Christ. God has got his plan for Nagalim,” he said. “We were evangelized by the American Baptist missionaries back in 1839, and we don’t have the adequate words to thank the American missionaries.”

There have been reports from North east region that the Naga insurgents have used threats and intimidation in areas where they operate all the name of Lord Jesus Christ, defaming the name of Christ and violent agenda of “harvest of converts” is not only anti-people but is in reality subscribing to the agenda of the Anti-Christ by resorting to such mischievous means in the name of Christianity the NSCN is damaging the reputation of the work done by church leaders to who selflessly sacrificed towards betterment of the society.

The NSCN-Khaplang faction, which has been in truce with the Indian forces within Nagaland, is very active in Tirap and Changlang districts of Arunachal Pradesh bordering Myanmar. On March 05, 2011 it released a letter threatening ministers directing them to withdraw support from the Dorjee Khandu ministry.

Though as of now the NSCN-Khaplang insurgents are active in Tirap and Changlang the consequences of their activities will gradually engulf the entire Arunachal resulting in the 3 D consequences of Decay, Destruction and Disintegration.

Decay

The violent anti-national activities of the Naga insurgent groups in Nagaland were based on absolute noncooperation with the Indian government frustrating all efforts of reconciliation , nonpayment of taxes, sabotage, and attacks on the army and non-nagas resulted in the exodus of Indian citizens fearing threat to life and property. The flight of non-nagas created a vacuum in the society and this gap was gradually filled in by illegal infiltrators from Bangladesh.

Dimapur has become the den of these illegal Bangladeshis. They constitute the leading labour force in the agriculture sector. The majority of rickshaw-pullers, auto-drivers and other manual labourers is now of the illegals.

This has given rise to robbery, theft, illegal trafficking of narcotic drugs and liquor, smuggling of pornographic films and vulgar literature and an unprecedented rise in crime, flesh trade and prostitution. This influx has narrowed the jobs of lay workers too.

The Nagaland state capital, Kohima, has become the second biggest haven for the illegal migrant who occupy most of the shops in the main market, P.R. Hills and other localities.

Similarly, all the district areas such as Mokokchung, Wokha, Zunheboto, Phek, Mon and Tuensang are infested with them. They are sneaking into the interiors of Nagaland.

In places like Jalukie in Zeliang area, Naginimora, Tizit and other central places of Nagaland, the pain of the presence of illegal Bangladeshis is felt by the local Naga populace.

The long stretch of the “Assam Forest” bordering Nagaland and Arunachal Pradesh has over the years disappeared and been systematically occupied by the illegal Bangladeshis.

The North East Region’s economic underdevelopment coupled with center’s over the years prolonged negligence and the continuous insurgency and the chasm that existed between the people of the region and the “mainland” people are some of the reasons that have given room to the illegal immigrants and outside elements to exploit maximum advantages.

The anti-national activities of the NSCN has alienated nagas from non-nagas, to this day though efforts are on to bridge the gap there exits a bankruptcy of trust among the communities.

Disintegration

The continued nefarious activities of NSCN could gradually divide the Arunachal society and gradually lead to the disintegration of our land of the dawn lit mountains. Arunachal Pradesh as a united entity will cease to exist as so far the areas of Western Arunachal like Tawang,West and East Kameng have been relatively peaceful. Meanwhile the centre is serious to develop Arunachal mainly due to the ongoing phase of Chinese threats the nature of which is getting bizarre with the passing days.

If the NSCN is not checked in Tirap-Changlang and not eliminated there is a danger that the entire eastern region of Arunachal may become NSCN battle ground and already Western Arunachal has raised the autonomy quest, the assurance of Western Arunachal to the centre of maintaining a peaceful state within the borders of the Indian union may be attractive to the centre as they would not want the entire state to come under the influence of the Naga gun battle, so whatever can be saved will be saved or at least an attempt will be made. It would be difficult for Western Regions of Arunachal to bear the burden of insurgency that will engulf the East and the West would gradually part ways.

Destruction

The NSCN is also on a killing spree in Tirap-Changlang on 20 Jan 2011 the CBI arrested an NSCN (I-M) militant in Manipur for his alleged involvement in the murder of former Lok Sabha member from Arunachal Pradesh Wangcha Rajkumar. In assistance with police from Manipur’s Imphal East district, a team of the CBI’s special crime branch (Kolkata) led by deputy superintendent of police Arijit De and inspector Pravin Kumar Dubey caught Kaping Luikham, a “lance corporal” in the Naga outfit, in the heart of Imphal on Tuesday evening.

Kaping is a resident of Kongkhanvillage in Ukhrul district. Wangcha was shot dead by two unidentified men when he was playing badminton at Deomali Multipurpose Community Hall in Arunachal’s Tirap district on December 23, 2007. Another badminton player, Lomhang Kanglom, was wounded in the attack.

“Investigations revealed that NSCN (I-M) militants had killed Wangcha, who was also the former adviser to then Arunachal Pradesh chief minister Dorjee Khandu,” a CBI dossier said. On Wednesday, Kaping was produced in the court of the Imphal West chief judicial magistrate, who sent the militant to seven day’s transit remand of CBI.

Arunachal Indigenous Peoples Union (AIPU) observed that ‘Greater Nagalim’ demand by the NSCN-IM is a greater threat to Arunachal territorial integrity compared to the oft-repeated Chinese claims over the state.

In a statement, the union viewed the Nagalim issue seriously in the backdrop of the peace talks going on at New Delhi between the Government of India and NSCN-IM leaders. “The Naga leaders are adamant on their demand for a ‘Greater Nagaland’ that encompasses territories of several North-Eastern states including Arunachal’s Tirap and Changlang districts and going by the attitude of the Indian government, it is a matter of greater concern for the indigenous tribes of the state than the Chinese claims,” AIPU said.

On March 18 2011 security forces led by the Assam Rifles launched operations to clean up the restive Tirap-Changlang sector in eastern Arunachal Pradesh of NSCN (I-M) insurgents with the Army all set to raise a new mountain brigade at Khonsa in Tirap district by the year-end.

Government sources said the operations, cleared at the highest level, were launched this month after 40-odd armed NSCN (I-M) members were found extorting crores worth development fund from local legislators and the presence of another 60-odd armed cadres across the Myanmar border.

Besides, there is an intelligence input indicating an arms consignment of more than 100 assault rifles being brought into India from private companies in southern China. The operations have been launched to intercept this consignment and prevent the spread of NSCN (I-M) in Arunachal Pradesh.

Conclusion

All is not well within the Nagas, there are signs that the Naga movement is gradually cracking up with each faction openly proclaiming itself as the true crusader of Naga rights. The major divison is the formation of Eastern Nagaland Peoples’ Organization (ENPO) that vocalised its demand through the media for a separate state — Frontier Nagaland. The ENPO, representing six tribes (Chang, Konyak, Phom, Sangtam, Khiamniungan and Yimchunger ) of eastern Nagaland, has submitted a memorandum to the prime minister demanding the creation of a new state comprising of the Tuensang, Mon, Longleng and Kiphire districts in Nagaland and the Naga-dominated districts of Arunachal, Tirap and Changlang.

The ENPO states that given the condition of the problems and prospects and the experiences of association with other advanced groups of the State for about 50 years even before and after formation of the State of Nagaland, the people of Eastern Nagaland find themselves incompatible to continue to co-exist.

While the demand for “Frontier Nagaland” gains popular support in Nagaland’s eastern districts, south of the border, communal tension between the Meiteis and Nagas in Manipur is gradually reaching a point of no return situation and fears of a Meitei-Naga clash on the lines of Naga-Kuki clash of 1992-1993 cannot be ruled out.

At the same time in Assam, the state government has requested the centre to take note of the ongoing unlawful activities by NSCN in its districts bordering Nagaland, this despite the ceasefire signed with New Delhi.

It would have been easier for the Nagas to seek realistic answers to their predicaments had the Naga society been united under one leadership. Unfortunately the division of the Naga society along tribal and ideological lines restricts the possibilities of coming out with viable alternatives.

The Nagas ought also to realize that their demand for integration of all Naga inhabited areas under one administrative unit could become a reality only with the consent of other communities in the region, which is difficult to visualize in the near future. Unilaterally New Delhi cannot enter into any agreement with NSCN factions on this issue, ignoring the opinions and sentiments of other communities and states. APLS likely to infuse new blood

ITANAGAR: The Arunachal Pradesh Literary Society (APLS) is all set to get a fresh look with the election of its new executive body slated for April 10 at the premises of JN State Museum.

The election for new APLS executive, though, was long overdue, it could not be held for unavoidable reasons, informed the Society’s president Y D Thongchi.

 

Over Rs 1 lakh penalty collected from traffic violators

ITANAGAR: The Capital District administration and a police team headed by D C  Pawan Kumar Sain and  SP Chuku Appa conducted a joint surprise checking against violators of the Motor Vehicle Act, ILP Regulation Act and Trading license at Naharlagun yesterday.

The team collected a penalty of  Rs 1, 02000 from violators of MVA during surprise checking and  put behind bar a person for 7 days for obstructing officers on duties.

The team members under the guidance of DIG R Hibu included SP Traffic A Tamut, ADM Talo Potom, EAC T Ratan, COs Sibo Passing and K Ringu.

The team also detected 31 shopkeepers who were running business without trading license. They have been summoned for legal proceedings and imposed fine of Rs 5000 each.  500 persons were checked for ILP, out of them, 50 persons were taken out of Banderdewa check gate and rest were imposed fine.

Such joint surprise checking will be carried out in future, the Capital DC informed and requested the citizens to cooperate and follow the laid down rules and regulations.

 

Arunachal to host National Weightlifting C’ship

ITANAGAR: Arunachal Weightlifting Association (AWA) will host the 48th Men & 23rd Women Junior National Weightlifting Championship in November 2011 at Itanagar, according to an AWA release.

AWA, meanwhile, appointed few office bearers for smooth functioning, who included Niapung Konia, Toyum Tok, L. Sokun Singh, all vice presidents, AWA.

It further appointed Nisso Tania, Kaduk Ori, Patra Lonchot, Cotige Mena, Chupa Tayu, Rojo Cheda, and James Homtok as presidents of District Weightlifting Associations of Kurung Kumey, West Siang, Lohit, Lower Dibang Valley, Dibang Valley, East Kameng and  Tirap respectively.

 

Provide fire brigade at Doimukh:  DSU

ITANAGAR, Apr 9 : Doimukh Students’ Union (DSU) has demanded the Executive Director of Assam Oil Division, Digboi, Assam, to provide fire brigade for its Doimukh oil depot.

In the event of any fire accident in the depot the damages to the adjoining areas would be very extensive because it does not have its own fire brigade or adequate fire-fighting equipments, DSU said in its letter to the Director.

The depot established in 1987 is situated next to many villages and other important establishments.

 

International Labours Day

ITANAGAR, Apr 9: International Labours Day would be celebrated by Arunachal Pradesh Workers Union of Nyapin /Phassang block with a week-long programme from April 25 to May 1.

A celebration committee headed by Dr. Tadar Tagh, medical officer, Nyapin CHC has been constituted.

 

TOT-III concludes

ITANAGAR, Apr 9: Arunachal Pradesh State Institute of Rural Development (SIRD) conducted 11 days ‘training of trainers (ToT)-III on Planning and Implementation of SGSY’ at Seppa and Lumdang village of Papu Valley, East Kameng from March 28   to  April 7.  Around 25 SHGs have participated in the programme. Of the 25 SHGs, 15 SHGs were formed during the training period.  

SHGs were trained in various subjects including book keeping, promotion of micro-enterprises. They were also given a set of record books which was developed for the interest of SHGs of Arunachal Pradesh by SIRD. Resource person from DRDA, Ritu Nidak Koyu, from MASK, Eliza Boro  from Apex Bank, Seppa and Dr Likha Renia Sango from Block Office Seppa have delivered a session on federation of SHGs, promotions of Micro-Enterprises, grading of SHGs for linkages with  banks and SGSY, Animal Husbandry. Leaders were taken for exposure visit at MASK (federation of 90 SHGs), Balipara.

 

State AITC continues campaign in Assam

ITANAGAR, Apr 9: In continuation of its electioneering for the 2nd phase of Assam Assembly election, the All India Trinamool Congress (AITC) Arunachal Pradesh team led by its president Toko Sheetal today made an extensive campaigning at Kamalpur Assembly constituency in Assam. They addressed the public meeting at Kamalpur play Ground in support of party candidate B.N. Deka and also interacted with voters.

The team members included Paramjit Kaur, political secretary cum representative of Rajya Sabha MP Kanwar Singh, Observer and Incharge NE States of All India Trinamool Congress (AITC), along with Kamrup district AITC office bearers .
